Pradėti rašyti blogą (arba, gal tiksliau būtų, sugrįžti prie rašymo) būnant ministro pareigose paskatino paprastas motyvas. Esu vienoje valtyje (Vyriausybėje) ne tik su mane delagavusios partijos - LRLS kolegomis, bet ir su dar trijų partijų atstovais. Neretai taip atsitinka, kad mano įsitikinimu šį laivelį reiktų vairuoti vienaip, o kitiems atrodo, kad kitaip. Po to mano buvę (ir, tikiuosi, būsimi) kolegos iš Lietuvos laisvosios rinkos instituto gauna klausimus, „kas tam jūsų Šimašiui atsitiko, kad iki valdžios kalbėjo vienaip, o dabar daro kitaip”. Taigi, blogo esmė bus papasakoti esmingesnius, o kartais ir pikantiškesnius, nebūtinai tiesiogiai su Teisingumo ministro pareigomis susijusius, dalykus ką tas radikalus libertaras Šimašius valdžioje veikia ir kaip jam sekasi. Tuo pačiu tai bus istorija ir apie tai, ką čia veikia ir kaip sekasi kitiems.
Galiu iš karto pasakyti, kad nei vieno dalyko, kurį teigiau iki tapdamas ministru, neišsižadu. Greičiau atvirkščiai - viską, ką sakydavau atsargiai, dabar galėčiau paremti papildomais pavyzdžiais. Taigi, lieku nuoseklus (tuo pačiu ir radikalus) laisvosios rinkos apologetas. O šioje valtyje toliau sėdžiu ir irkluoju dėl trijų priežasčių. Pirma, esu įsitikinęs, kad jau pradėti ir kiti mano inicijuoti dalykai turi būti realizuojami ir tai bus naudinga Lietuvos žmonėms. Antra, tikiu, kad mano dalyvavimas Vyriausybėje leidžia pasiekti tokius sprendimus, kurie jei ne atitinka teisingumo ir laisvosios rinkos principų, tai yra bent jau mažiau nutolę nuo jų. Trečia, tikiu, kad ši Vyriausybė iš esmės yra sąžininga, nori gero, girdi argumentus.
Tai tiek įžangai. O dabar prie aktualijų, perspektyvų, kartais - retrospektyvų.
2007 07 13 VTAKT nemirtingumas
Pirmadienį Vyriausybės pasitarime turėjo būti svarstomas VTAKT (Valstybinės tabako ir alkoholio kontrolės tarnybos) likimas. Įdomu tai, kad šis likimas sprendžiamas jau bent kokius trejus metus, bet VTAKT, kurio šiandieninė sisteminė vieta ir galios yra netinkamos (negi galima vienoje institucijoje sutelkti ir kovos su alkoholizmu vykdymą, ir teisės aktų priežiūrą alkoholį gaminančiuose ir parduodančiuose subjektuose?..), o darbo kultūra daugelio atveju nepateisinama, vis išlieka nepajudinamas.
Šioje Vyriausybeje pasiūlymus dėl VTAKT naikinimo jau buvo priėmusi Saulėlydžio komisija, juos palaimino Vyriausybė savo pasitarime birželio 8 dieną su vienintele išlyga - aiškiau parašyti tai, kas norėta parašyti - kad su alkoholizmu bus kovojama ne mažiau, o gal net daugiau, tiktai tinkamomis priemonėmis. Tas aiškesnis parašymas turėjo būti realizuotas per savaitę. Bet štai praėjus mėnėsiui Vyriausybės kanceliarijoje gimsta naujas projektas sukurti naują monstrišką organizaciją, kuri kontroliuotų, kurtų politiką, visus koordinuotų, ir, „geriausiomis tradicijomis” su alkoholizmu ir rūkymu kovotu po VRM skėčiu (pats VRM sau tinkamomis priemionėmis su alkoholizmu jau kovoja, tam sau pavaldžiose žinybose turėdamas apie pusantro šimto žmonių būrį). Vietoje to, kad būtų vykdomi jau priimti sprendimai, Vyriausybei kažkodėl pateikta svarstyti šį visus priimtus sprendimus aukštyn kojomis verčiantį projektą, kurį pristato ne ministras, o Premjero patarėjas… Galiausiai net šis projektas nėra svarstomas, nes ir toliau „ieškome sprendimo, kuriam pritartų Seimas”. Todėl reikalas tempiasi dar „savaitei”. Suma sumarum vien tik nuo birželio mėnesio šis pirmasis Saulėlydžio produktas, atkeliavęs į Vyriausybę, iki šiol buvo svarstytas arba bent įtrauktas į pasitarimų ar posėdžių darbotvarkę šešis (!!!) kartus. Išvada viena: užsispyręs su alkoholizmu kovojantis ir bet kokių kitų problemų sprendimą linkstantis šioje kovoje paaukoti Seimo Sveikatos komiteto pirmininkas kartu su misionieriškais dėl darbo vietos nerimaujančiais VTAKT darbuotojais kol kas gali daugiau nei visas Saulėlydis, Vyriausybė ir koalicija kartu sudėjus. Teisingumo ministro įkyrus priminimas, kad Vyriausybė klausimą buvo jau iš esmės išsprendusi, Vyriausybės pasitarime išgirstas, bet irgi atidedamas „savaitei”. Taigi, pažiūrėsime, kas bus po savaitės su nemirtinguoju VTAKT.
Tikiuosi, kad Vyriausybė bent jau parodys valią atiduoti projektą Seimui, o ne trypčios su šiuo projektu vien tik todėl, kad „Seimas gali nepritarti”. Gal ir Prezidentės pabaksnojimas Vyriausybei, kad nedera tiek blaškytis bus išgirstas. Pats gi kaip tik kitą savaitę Vyriausybės kolegoms ruošiuosi pristatyti konceptualius pasiūlymus, kaip pažaboti verslą kontroliuojančias institucijas ir gauti mandatą rengti atitinkamus įstatymų projektus. Kartu suvokiu, kad visi principai ir liks tik principai, jei nebus pereita prie senai perbrendusių konkrečių darbų vykdymo.
